Substitute alimony is a benefit that is intended to financially support dependent children for a temporary period in a situation where a parent has to pay alimony based on a court decision (on the basis of an enforcement title), but does not fulfill his maintenance obligation towards the child(ren). So he doesn't pay alimony at all, or he pays it in a lower amount.
The care allowance is intended for persons who, due to a long-term adverse health condition, need the help of another natural person in managing basic life needs within the range determined by the degree of dependency according to the Act on Social Services.
